Valid tracking rate suspension: the response checklist
TL;DRA valid tracking rate (VTR) suspension on Amazon FR means the platform has deactivated selling privileges – or a specific ASIN group – because the proportion of shipments confirmed with a valid carrier-tracking number fell below Amazon's threshold. The account is down, listings are dark, and disbursements may be affected. The path back is not an apology: it is a documented root-cause analysis combined with a credible, evidence-backed Plan of Action (POA) that shows Amazon exactly what broke, what you fixed, and why it will not break again.
This checklist takes you through every phase of that response, from the first hour after the notice to the follow-up if an initial appeal comes back rejected. Read it before you type a single word into Seller Central.
Phase 1: Read the deactivation notice before doing anything else
The single most important first step is to read the notice carefully and record its exact wording before responding. Amazon's performance notices on FR use machine-generated language, but the specific phrasing tells you whether the deactivation is account-wide or limited to an ASIN category, and whether it cites a single measurement period or a rolling period.
- Download and save the full notice from Account Health in Seller Central – do not rely on the email alone, because the Seller Central version is the authoritative record.
- Note the specific metric cited: valid tracking rate is expressed as a percentage. The notice will reference either an account-level figure or a category-level figure. Know which one you are dealing with.
- Check whether the notice mentions a grace period, an appeal window, or an immediate deactivation. The framing in the notice controls what is still procedurally open to you.
- Look for any linked Orders Detail report. If Amazon has attached a data file, download it immediately. It names the individual orders counted against you and the shipment dates involved.
- Confirm whether the deactivation has also triggered a funds hold. A performance deactivation and a funds hold are separate events that require separate responses, even if they arose from the same trigger.
Why this phase matters: in matters we handle, sellers who respond within the first hour without reading the notice carefully routinely misidentify the root cause. A VTR suspension tied to a specific carrier issue is not the same as one tied to late upload of tracking numbers – and Amazon's reviewers can tell the difference. Misidentifying the root cause is the single fastest way to earn an auto-rejection.
What a valid tracking rate suspension actually is on Amazon FR: VTR is the share of confirmed shipments in a defined window that carry a tracking number Amazon can verify against a supported carrier. Amazon's stated threshold for VTR is above 95% for the metric to be considered healthy. A seller whose figure drops below that threshold will first receive a warning; continued non-compliance leads to ASIN-level or account-level deactivation. On Amazon FR, supported carriers include the major French and European parcel networks, but the list is updated periodically – a carrier that was valid last quarter may not appear on the current supported list, which can cause previously acceptable shipments to score as untracked.
Phase 2: Audit your actual tracking data before you write anything
Before drafting a Plan of Action, you need to know what your actual tracking rate was, order by order, across the measurement window Amazon cited. Writing a POA without this data is guesswork.
- Pull your full Orders report for the period Amazon identified. Export it as a CSV and work from the raw data, not the Seller Central dashboard summary.
- Cross-reference every order against your carrier or 3PL records. For each order: was a tracking number generated? Was it uploaded to Seller Central before the estimated delivery date? Was the carrier on Amazon's supported-carrier list at the time of shipment?
- Categorize the failures. Common categories include: tracking number uploaded late (after delivery confirmation); carrier not on the supported list; tracking number uploaded to the wrong ASIN or order ID; third-party marketplace integration (a tool or API) that failed to push tracking data; and manual shipments where the tracking field was left blank.
- Quantify each category as a share of the total failures – not in invented percentages, but in order counts. You do not need to publish these figures in the POA, but you need them to write an accurate root-cause statement.
- Identify the earliest date on which each failure type began. This is your root-cause window and it signals to Amazon's reviewer that you have done real investigative work.
- Check whether any FBA orders were included in the metric. FBA shipments handled by Amazon's own logistics should carry Amazon-confirmed tracking; if they are appearing in your VTR failure data, that is a distinct issue – an FBA reimbursement or reporting discrepancy – and it belongs in a separate filing.
A home-goods seller on Amazon FR (spring 2025) came to us after a VTR suspension triggered when their 3PL switched carrier accounts without notifying the seller, causing tracking numbers from the new carrier account to fail Amazon's verification check. The root cause was not seller negligence but an undisclosed carrier-account migration. We reconstructed the shipment timeline using carrier invoices and the 3PL's dispatch logs, documented the specific verification failure, and drafted the POA around that factual record. The account was restored. The lesson: the investigation phase is not optional; it is the POA.
Phase 3: Draft the Plan of Action – structure and substance
A Plan of Action is a structured document, not a letter. Amazon's review teams process high volumes of appeals; a POA that does not conform to the expected structure is likely to be rejected on form before it is assessed on substance. A Plan of Action has three mandatory components: root cause, corrective actions already taken, and preventive measures going forward.
- Root cause statement – one to three sentences that identify, specifically and factually, what caused the VTR figure to fall below threshold. "We did not upload tracking numbers on time" is a description of the symptom, not the cause. "Our order-management software failed to push tracking data to Seller Central for shipments fulfilled through [carrier] during [date range] because [specific technical reason]" is a root cause. Be precise. Do not speculate about causes you cannot evidence.
- Corrective actions already taken – steps you have already completed as of the date of the POA, in the past tense. If you have not yet taken corrective action, take it before you file. Amazon expects to see: the technical fix (if a system error); the carrier change or carrier-list verification (if a supported-carrier issue); retrained staff or updated SOPs (if a manual-upload failure); and confirmation of tracking uploads on all pending orders.
- Preventive measures going forward – concrete, permanent process changes. Daily VTR monitoring with a named owner; automated alerts set to trigger at a threshold above Amazon's floor; a monthly review of Amazon's supported-carrier list; a contractual requirement that any 3PL notify the seller before changing carrier accounts. Vague commitments ("we will be more careful") are auto-rejection candidates.
- Supporting evidence attachments: carrier confirmation emails; 3PL dispatch logs; screenshots of the updated Seller Central settings; a sample of recent orders now carrying valid tracking. Evidence is not required but materially strengthens the submission.
- Keep the language formal and factual. Do not apologize at length. Do not explain the commercial harm to your business. Amazon's reviewer is assessing compliance, not sympathy. One sentence acknowledging the policy breach is sufficient.
- Do not include requests to expedite, escalate, or appeal to a supervisor in the initial POA. Those are second-step actions if the first submission is rejected.
The realistic procedural path: once submitted through Seller Central's appeal interface, Amazon's team reviews the POA. The timeline for a first response varies and we do not invent figures, but sellers should plan for the response to take several business days to a few weeks, with no guaranteed acknowledgment of receipt. If the account was deactivated for a policy breach rather than a performance metric breach, the path may differ – a distinction we check at the outset of every reinstatement matter. For a fuller account of the procedural landscape across deactivation types, see our complete guide to reinstatement on online marketplaces.
Phase 4: Submit and monitor – what to watch for after filing
Filing the POA is not the end of active work. The post-submission period requires its own discipline.
- Submit only through the correct channel. The appeal link in the deactivation notice is the authoritative submission path. Submitting through a different channel (e.g., Seller Central's Contact Us) may result in the response going to a different team or not being logged against your case.
- Do not resubmit immediately if you receive an auto-rejection. An auto-rejection in the first 24–48 hours typically means the POA failed a structural check (missing section, insufficient specificity) rather than a substantive review. Read the rejection notice carefully for any stated reason before revising.
- Check Account Health daily during the review period. Changes to your account status, new notices, and any requests for additional information will appear there before they arrive by email.
- Do not open duplicate cases or send follow-up emails to Amazon seller support if the original case is still open. Duplicate submissions create conflicting records and can slow review. Wait the full stated review window before escalating.
- If Amazon requests additional information – a specific document, a carrier statement, a 3PL contract – respond to that request specifically and within the window stated. Do not take the opportunity to resubmit a revised POA unless that is what was requested.
- If the account is reinstated but the VTR figure remains borderline, address it operationally before the next measurement window. A second suspension for the same metric within a short period is treated more seriously.
Tracking rate issues intersect with fulfillment policy requirements in ways that are not always obvious. If your suspension notice references both tracking rate and fulfillment performance, review our analysis of fulfillment policy deactivation to ensure your POA addresses all cited grounds.
Phase 5: If the first appeal is rejected – escalation options
A first rejection does not close the matter, but it changes what is realistically available. The seller's decision points are clearer at this stage.
- Read the rejection notice for any stated specific reason. Reviewers sometimes include a line identifying which section of the POA was insufficient. That line is your revision instruction.
- If no specific reason is given, the most common causes of a first rejection on a VTR appeal are: root cause not specific enough; corrective actions stated in the future tense rather than completed; preventive measures vague; no supporting evidence attached. Revise against all four before resubmitting.
- After a second rejection, assess whether the escalation path available under the Amazon Business Solutions Agreement is appropriate. The BSA's dispute-resolution mechanism depends on the version that applies to your account, which we verify at the outset of any escalation matter – the path depends on the BSA version in force, not a general rule we can state in advance.
- Consider whether the deactivation also affects a Brand Registry enrollment, a referral fee arrangement, or a logistics relationship that requires separate attention. A VTR suspension that persists affects disbursements, which may compound into a funds-hold issue requiring a parallel response. For questions about the relationship between account performance and buyer feedback records, our negative feedback dispute guide addresses related account-health considerations.
- If the account remains deactivated after two submissions, document everything: the original notice, both submissions, both rejection responses, all Account Health screenshots with timestamps. That record is the working file for any escalated response or external dispute process.
The seller's trade-offs at this stage: resubmitting a third time without a substantively revised POA is almost always counterproductive. Escalation through external channels – including the BSA's dispute process or, for EU-market sellers, the Digital Services Act's internal complaint-handling mechanism available against Amazon as a Very Large Online Platform under the DSA – takes longer but may be the only remaining path if the standard appeal process is exhausted.
If a first appeal already came back rejected, a second read can find the specific reason it failed and what, if anything, is still open. To discuss the state of your appeal, email info@tutamenlaw.com.
Phase 6: Operational fixes to prevent recurrence
Reinstatement is only half the work. A seller reinstated with a VTR figure still close to threshold is at material risk of a second suspension, which Amazon treats more seriously.
- Set an internal VTR monitoring alert at a threshold meaningfully above Amazon's floor – giving yourself a buffer to identify and fix issues before Amazon's measurement window closes.
- Review Amazon's supported-carrier list for Amazon FR at least monthly. Carriers are added and removed; a carrier that was supported when you negotiated your logistics contract may no longer qualify. This is a recurring operational check, not a one-time fix.
- If you use a multi-channel fulfillment tool or an API integration to push tracking numbers to Seller Central, build a daily reconciliation check: compare fulfilled orders in your OMS against orders in Seller Central with a confirmed tracking number. Any gap needs same-day resolution.
- For FBM shipments, set your Seller Central shipping templates to require tracking confirmation before the order is marked as shipped. Do not rely on your 3PL or carrier to push data; own the verification step internally.
- Document your new processes in a written SOP. If Amazon's reviewer asks during a future appeal whether the corrective measures from the previous POA were maintained, a written SOP is evidence. An undocumented "we check it now" claim is not.
- Brief any 3PL or carrier on your Amazon VTR obligations contractually. Require written notification before any change to carrier accounts, dispatch systems, or tracking upload procedures. This clause protects you in the event of a third-party-caused recurrence.
The audience myth worth addressing directly: some sellers believe that a sincere account of what happened, combined with a commitment to do better, is enough to secure reinstatement. It is not. Amazon's review process is structural, not sympathetic. What reopens an account is a POA that correctly identifies the root cause, evidences completed corrective action, and commits to measurable preventive measures. Sincerity has no column in the reviewer's checklist.

Frequently asked questions
How long does resolving valid tracking rate suspension usually take on Amazon FR?
The timeline depends on the strength of the initial Plan of Action and whether Amazon requests additional information. A well-evidenced first submission may receive a decision within several business days to a few weeks. Rejected and resubmitted appeals extend that window materially. Matters that escalate to Amazon's formal dispute-resolution process or to DSA-based complaints take considerably longer. There is no fixed or guaranteed timeline, and sellers should plan their cash-flow position accordingly from day one.
What are the main risks if I handle valid tracking rate suspension alone?
The principal risk is submitting a POA that misidentifies the root cause or states corrective actions in general terms, which results in an auto-rejection that narrows the window for subsequent submissions. Amazon's appeal interface does not explain what was wrong with a rejected POA beyond a brief notice. Without experience reading those rejections, sellers frequently resubmit the same structural errors. A second or third rejection in a short window signals to Amazon's team that the seller has not understood the compliance failure, which complicates escalation.
Do I need a lawyer for valid tracking rate suspension?
Many VTR suspensions are resolved by sellers who correctly identify the root cause and draft a disciplined POA. Whether legal assistance is warranted turns on three factors: whether this is a first or repeat suspension; whether the POA has already been rejected; and the commercial significance of the account. In matters we handle on Amazon FR, the cases that benefit most from attorney involvement are those where a DIY appeal has already failed, where the suspension has also triggered a funds hold, or where the account was previously warned and the suspension is being treated as a repeat breach.
