Held funds during an investigation: what to do, step by step
The notification arrives, the account goes into review, and the next disbursement simply does not happen. Inventory costs, fulfillment fees, and ad invoices keep arriving on schedule. The funds, however, are not moving. That gap – between the obligations that continue and the balance that is frozen – is the real commercial injury in a held-funds investigation on Amazon DE, and it is where the clock starts running against you.
TL;DRWhen Amazon DE holds funds during an investigation, the balance is placed in a restricted reserve and disbursements are paused pending the outcome of Amazon's internal review. Held funds are not permanently forfeited – in many matters the balance is recoverable, either through a successful appeal that restores disbursement rights, or through a formal funds-release request supported by supply-chain and compliance documentation. The path depends on why the hold was placed and what stage the investigation has reached.
This guide walks through the step sequence in the order it actually matters: identifying the hold type, building the evidentiary record, engaging Amazon DE's investigation process, handling a rejection, and deciding when to escalate. Each step has a realistic "where this goes wrong" note drawn from the patterns we see in matters we handle.
Step 1: What exactly is a held-funds investigation on Amazon DE?
A held-funds investigation on Amazon DE is a formal account-level review in which Amazon pauses disbursements while it verifies that the funds belong to the account holder and are free of policy violations, chargebacks, or regulatory compliance concerns.
Amazon's German marketplace operates under the same Amazon Business Solutions Agreement (BSA) that governs other EU surfaces, but it sits within a stricter regulatory environment. German consumer-protection enforcement, EU General Product Safety Regulation (GPSR) requirements, and extended producer responsibility (EPR) obligations for packaging and electrical products all create additional grounds for Amazon DE to initiate a hold that would not appear on Amazon US. In our practice, we regularly see holds triggered by one of three root causes: an Account Health flag (policy or performance), a verification or identity-check failure, and a financial-integrity review – for instance, after a chargeback spike or an A-to-z Guarantee pattern. Each root cause has a different procedural path.
A performance or policy hold is usually connected to a listing removal, a product-safety complaint, or an inauthenticity claim. The funds are held because the account's selling status is in question. A verification hold arises when Amazon's know-your-customer (KYC) checks flag a gap – a mismatch in business registration details, a director ID that did not clear, or a VAT number that did not validate against the Bundeszentralamt für Steuern records. A financial-integrity hold follows unusual activity in the account's payment or refund patterns and often appears without an explicit listing-level complaint.
Misreading the root cause is the most common and most costly early mistake. A seller who responds to a verification hold with a product-authenticity Plan of Action (POA) will receive a rejection that consumes time and narrows the credibility of the subsequent filing. Identifying which hold type applies is Step 1, and it requires reading the actual notice language carefully – not just the subject line.
Step 2: How do you build the evidentiary record before filing anything?
Before submitting a single document to Amazon DE, you need to assemble the complete evidentiary record, because a submission that arrives incomplete cannot be meaningfully supplemented – Amazon's investigation team closes the loop on the file it receives, not on a later addition.
The core documents fall into four categories. First, account ownership and identity: the current business registration (Handelsregisterauszug for a GmbH, Gewerbeanmeldung for a sole trader), valid government-issued ID for every beneficial owner above 25 percent, and bank account confirmation in the name of the registered entity. Second, inventory provenance: supplier invoices with full contact details (invoices lacking a supplier phone number and VAT number are routinely rejected), delivery notes, and – for branded goods – authorization letters or distributor agreements. Third, compliance documentation: GPSR product-safety declarations, EPR registration numbers if you sell packaging or electrical goods in Germany, and CE or EN certification where the ASIN requires it. Fourth, financial explanation: a concise written explanation of any anomaly that triggered the hold – a chargeback spike tied to a logistics disruption, an unusual refund pattern tied to a specific carrier failure, or a disbursement mismatch tied to a currency settlement issue.
Where this goes wrong: sellers frequently submit documents in a language other than German or English. Amazon DE's investigation team accepts both; anything in a third language will need a certified translation, and uploading an untranslated document restarts the review clock. We also regularly see invoices that are clearly backdated or that list a supplier with no verifiable commercial presence – these do not just fail the current submission, they create a credibility problem for everything filed alongside them.
Step 3: What is the realistic procedural path through Amazon DE's investigation process?
The procedural sequence has three formal stages, and the seller's intervention points are specific to each one.
The first stage is the initial investigation notice. Amazon DE sends a notice stating that the account is under review and that disbursements are paused. The notice will either specify what documentation is needed or direct the seller to Seller Central's account health or verification dashboard. At this stage, the seller submits the evidentiary package described in Step 2. The review window after submission varies; in matters we handle, straightforward verification holds often resolve within a few weeks when the documentation is complete and clean on first submission. Policy holds with a product-safety dimension typically take longer, because the review may involve a second team.
The second stage is the appeal or Plan of Action. If the initial submission does not resolve the hold – or if the hold was triggered by a listing removal or an account deactivation rather than a pure verification gap – the seller must file a formal appeal. For a policy-based hold, this means a POA with a documented root cause, corrective actions already taken (not promised), and preventive measures. For a product-safety hold under GPSR, the POA must include the technical documentation and a statement of conformity, not just a supplier invoice. For a linked-account or identity-integrity finding, the POA must address the actual connection or discrepancy found by Amazon's team, not a general statement of good character.
The third stage is the funds-release request. On Amazon DE, even after an account is not reinstated, a seller may separately request release of the held balance by demonstrating that the funds represent genuine sale proceeds free of open buyer claims, unreturned FBA inventory, or pending A-to-z Guarantee exposure. This stage is often overlooked by sellers who assume that a failed reinstatement appeal means the funds are gone. That assumption – the myth we hear most often in intake calls – is incorrect. In many matters, a targeted funds-release submission based on a clean accounting of the balance, open FBA reimbursement claims, and resolved buyer disputes can recover a material portion of the held balance even where reinstatement is not pursued.
A central decision point sits between stages two and three: should you pursue reinstatement (restoring selling rights and then disbursements) or pursue funds release as a standalone track? The answer depends on the commercial value of the account going forward, the nature of the root cause, and the age and composition of the held balance. We walk through the decision matrix in Step 5.
Step 4: Where does the process most commonly go wrong?
Handling a held-funds investigation alone is entirely possible in straightforward verification cases. The risk rises sharply once the hold involves a policy or product-safety element, a related-account finding, or a financial-integrity flag – each of which introduces procedural complexity that a single misstep can lock in.
The first failure mode is filing too fast. Sellers who submit the first available documents within hours of receiving the notice almost always submit an incomplete package. Amazon DE's investigation team reads the file at a single point in time; an incomplete submission creates a record of inadequacy that must be overcome in the next filing, not simply corrected.
The second failure mode is addressing the wrong issue. We regularly see POAs that apologize for a performance metric that was not the cited reason for the hold, and cover letters that explain supplier relationships when the hold was triggered by a KYC mismatch. Amazon's team does not redirect the analysis to the actual issue; the submission simply fails review.
The third failure mode is ignoring the FBA reimbursement layer. While a disbursement hold is active, FBA inventory may continue to be processed, disposed of, or returned in Amazon's fulfillment network. Open reimbursement claims for lost, damaged, or disposed units accumulate and add to the recoverable balance. Sellers who focus exclusively on the appeal and never audit the FBA reimbursement layer leave a portion of the recoverable balance unaddressed.
A home-goods FBA seller on Amazon DE (winter 2025) came to us after a three-month-old investigation hold had generated two rejected POA submissions. Both prior submissions had focused on product authenticity. When we read the original notice carefully, the hold had been triggered by a KYC mismatch – the seller's beneficial owner had changed after a corporate restructuring and the Seller Central records had not been updated. We reconstructed the corporate history, updated the verification dashboard with current Handelsregister documentation, and filed a targeted verification correction rather than another POA. The disbursement hold was lifted within the same review cycle.
For a broader view of the recovery process across account types and surfaces, the frozen funds recovery guide for sellers covers the full range of hold scenarios in detail.
The fourth failure mode is missing the escalation window. Amazon's BSA includes a dispute-resolution mechanism. The path depends on the BSA version that applies to the account, which we check first – but once informal resolution attempts are exhausted, there is a procedural sequence to preserve. Sellers who keep resubmitting appeals indefinitely without acknowledging that the informal process has run its course may miss the window to escalate through the formal mechanism.
The bridge between a first failed filing and what comes next is not another copy of the same submission. If a first appeal or a verification filing already came back rejected, the right response is a diagnostic read of what specifically failed – not a volume-based retry.

Step 5: What are the seller's decision points and trade-offs?
At each stage of a held-funds investigation, the seller faces a genuine decision that affects both the timeline and the range of outcomes. Understanding the trade-offs is more useful than a simple checklist.
Decision 1: Reinstatement vs. standalone funds release. If the account has strong forward commercial value – established reviews, brand-registered listings, a stable supply chain – reinstatement is almost always the right primary objective, because a reinstated account generates its own future disbursement stream. If the account is already non-viable (the seller is exiting the marketplace, the product line is discontinued, or the root cause is structural and cannot be corrected), a standalone funds-release track focused on recovering the held balance without pursuing selling rights may be faster and less expensive.
Decision 2: DIY appeal vs. professional assistance. A straightforward verification hold where the underlying documents are clean and complete is a reasonable DIY case. A policy hold with a product-safety dimension, a related-account finding, a financial-integrity flag, or a prior rejection on file is not. The cost of a misstep in those scenarios – a credibility problem with the investigation team, a missed escalation window, an unaddressed FBA reimbursement layer – typically exceeds the cost of professional assistance.
Decision 3: When to invoke the BSA dispute-resolution mechanism. The informal resolution process through Seller Central (resubmissions, appeals, Account Health escalations) has a natural endpoint. Continuing to file after that endpoint does not reset the review; it may simply establish a record of repeated failure. The Notice of Dispute under the BSA, and the pre-arbitration demand that follows it, are tools specifically designed for situations where the internal process has not produced a resolution. Whether those tools are appropriate depends on the held-balance amount, the nature of the underlying dispute, and the BSA version in effect – but they are real options, not last resorts.
Understanding why a Seller Wallet or payment-account freeze operates differently from a standard disbursement hold is important for sellers who also use Amazon's payment infrastructure. The Seller Wallet frozen: why it happens and how sellers respond page covers that distinction in detail.
Decision 4: Handling the FBA reimbursement audit in parallel. Regardless of whether you pursue reinstatement or standalone funds release, the FBA reimbursement audit runs on its own track. Lost, damaged, disposed, or mis-attributed inventory generates reimbursement claims that exist independently of the disbursement hold. Filing those claims while the investigation is open is not only possible – it adds to the total recoverable balance and, in some cases, can be presented as part of the funds-release accounting.
The decision matrix in plain terms: if the notice cites a KYC or verification issue, the route is a targeted verification correction on a timeline of weeks for a clean file; if the notice cites a product-safety or policy issue, the route is a documented POA with technical compliance evidence, on a timeline that may run to several weeks or longer depending on the product category; if prior filings have been rejected and the informal process appears exhausted, the route is a formal pre-arbitration demand under the BSA dispute-resolution mechanism, on a timeline set by that procedure's terms.
Step 6: What does a complete submission actually look like?
A complete submission to Amazon DE's investigation team for a policy or compliance hold contains four components in a single, well-organized filing.
First, a cover letter in plain English or German that states the root cause in one sentence, explains what documents are included and why each one is relevant, and explicitly addresses the finding cited in the investigation notice. The cover letter should be no longer than one page. Submissions that run to six pages of narrative without structure are not more persuasive – they are harder to review.
Second, the documentary package organized in the order the cover letter introduces it. Business registration, ID, bank confirmation, supplier invoices, authorization letters, compliance certificates – each labeled and legible. Scanned documents under 300 dpi are frequently unreadable in review tools; this is a detail that causes rejections for purely technical reasons.
Third, a root-cause explanation specific to the hold type. For a product-safety hold: what the GPSR compliance gap was, how it has been corrected, and what the product-level technical file now contains. For a KYC hold: what the discrepancy was in the registered information, why it occurred, and what the current records show. For a financial-integrity hold: what the payment anomaly was, what caused it (logistics disruption, carrier failure, a specific campaign), and what controls now exist to prevent recurrence.
Fourth, for accounts where FBA reimbursement claims are part of the recoverable balance, a funds-accounting annex that maps the held balance against open claims, resolved A-to-z Guarantee cases, and outstanding returns. This annex supports a funds-release request even where reinstatement is not the primary goal.
For sellers who have already been through reinstatement but are still waiting on disbursements, the sequencing question – when disbursements actually resume after reinstatement – is addressed in detail in the disbursement after reinstatement: a seller's path through the delay page.
Step 7: When should the BSA dispute-resolution mechanism become part of your strategy?
The BSA's dispute-resolution provisions are the formal backstop when Amazon's internal investigation process does not produce a resolution. The exact mechanism available depends on the BSA version that applies to the account – we check this first, because it determines whether a Notice of Dispute leads to a pre-arbitration period, informal mediation, or a different path.
What triggers the decision to move to formal dispute resolution is not simply the passage of time, though time matters. The triggers are: a substantive rejection that offers no meaningful path to resubmission; a hold that has outlasted any reasonable investigation timeline; a funds balance that is material enough to justify the cost and procedural effort of formal proceedings; and – crucially – a root cause that the seller can document and that Amazon's internal team has failed to resolve on the merits.
A pre-arbitration demand is a specific, written demand that puts the dispute on a formal record, sets a response deadline, and in many cases prompts a substantive engagement from Amazon's legal or seller-performance teams that the informal process does not. We send Notices of Dispute and draft pre-arbitration demands as a defined service, at a fixed fee quoted before we begin. Arbitration itself before the American Arbitration Association (AAA) is a further escalation available under many BSA versions – a substantial step, appropriate for material balances and documented grievances.
An apparel and accessories seller on Amazon DE (spring 2026) came to us after six months of investigation holds and three rejected appeals. The rejection letters were generic; none identified a specific documentary gap. We reviewed the BSA version in effect for the account, confirmed that the informal resolution period had been exhausted, and issued a Notice of Dispute. Within the response period, Amazon's team provided a specific list of outstanding verification items that had never appeared in any of the prior rejection letters. We submitted the targeted documents, and the disbursement hold was released.

Frequently asked questions about held funds during an investigation
How long does resolving held funds during an investigation usually take on Amazon DE?
The timeline depends on the hold type and whether the first submission is complete. A clean verification hold – where the documents are current, consistent, and submitted in German or English – can resolve in a matter of weeks. A policy or product-safety hold typically takes longer, because it involves a review team with a different escalation path. Where prior submissions have already been rejected, the cumulative timeline extends further, because each rejection creates a record the next filing must overcome. There is no single answer that applies across hold types; what we say in intake is that a complete, correctly targeted first submission is the single biggest variable within the seller's control.
What are the main risks if I handle held funds during an investigation alone?
The primary risk is a credibility deficit that compounds with each failed filing. Amazon's investigation teams see the full submission history on an account. A series of submissions that address the wrong issue, or that include documents inconsistent with the company's commercial history, makes the file harder to resolve even when a subsequent submission is correct. A secondary risk is missing the FBA reimbursement layer – recoverable inventory claims that accumulate while a seller is focused entirely on the appeal. A third risk is missing the formal escalation window under the BSA, which has procedural requirements that must be met before arbitration or a pre-arbitration demand is available.
Do I need a lawyer for held funds during an investigation?
Not always. A straightforward KYC verification hold with clean underlying documents is a case many sellers handle without professional help. The calculus changes when the hold involves a policy or product-safety finding, a related-account or financial-integrity flag, a prior rejection on record, or a balance that is commercially material. In those situations, an attorney-led review of the investigation notice and submission history can identify what is actually blocking resolution – which is often not what the rejection letter says – and produce a targeted filing rather than a volume-based retry.
