How to handle held funds during an investigation: a step-by-step guide

How to handle held funds during an investigation: a step-by-step guide

The inventory bill lands on schedule. The ad account charges on schedule. The held funds, however, remain frozen while an Amazon investigation proceeds at its own pace – and the seller bears all of the commercial pressure in between. That gap between obligation and cash access is where businesses get into trouble.

TL;DRWhen Amazon DE places funds under investigation, the balance is formally withheld pending a review of the account's compliance or transaction history. Held funds during an investigation is a distinct hold type: it is not a simple reserve, and it does not clear automatically once a deactivation appeal succeeds. The realistic path to recovery requires mapping every held balance, responding to the correct team with the right evidence, and understanding which holds survive reinstatement and which do not.

This guide walks through the step sequence in order – from the moment a hold notice appears to the point at which disbursement is either released or formally disputed – and flags the decision points where sellers most often lose ground.

What does held funds during an investigation actually mean on Amazon DE?

A held-funds notice on Amazon DE signals that Amazon has flagged a specific compliance, verification, or transaction concern and has suspended the disbursement cycle until that concern is resolved. This is not the same as a standard account-level reserve, which rolls on a predictable cycle tied to account age and performance metrics. An investigation hold can sit on top of a reserve, and both must be addressed, but they follow separate tracks.

The most common triggers in matters we handle on Amazon DE include: identity or entity-verification failures under Amazon's Know Your Customer process; a related-account or linked-account flag; a policy violation investigation tied to product authenticity or inauthentic-goods complaints; and post-deactivation fund retention under the terms of the Amazon Business Solutions Agreement (BSA), which authorizes Amazon to hold balances while it assesses potential claims against the seller – including A-to-z Guarantee chargebacks and return disputes.

One point sellers often miss: the BSA gives Amazon contractual authority to retain funds for a defined period after account closure to satisfy legitimate claims. That authority is real and lawful. What is also real, however, is that the hold must be proportionate to the outstanding claims – and in practice the held balance frequently exceeds what any credible claim analysis would justify. The difference between the legitimate hold and the excess is exactly where recovery work begins.

A definitional clarification worth stating plainly: a disbursement hold is the mechanism; frozen funds is the commercial reality; funds held during an investigation is the formal characterization that determines which Amazon team handles the matter and what documentation will move it. Conflating them leads sellers to contact the wrong team with the wrong evidence, which is one of the most common reasons early attempts to lift a hold fail.

Step 1 – Map every held balance before you contact anyone

The first action is reconnaissance, not outreach: pull a full picture of every held balance before drafting a single message to Amazon. Sellers who contact Seller Support or the Account Health team before this step routinely hand Amazon an incomplete picture – and an incomplete picture becomes the basis for a rejection that narrows later options.

On Amazon DE Seller Central, the relevant data lives across at least three separate views. The Payments dashboard shows the disbursable balance, the reserve amount, and any unapplied holds. The Transaction View within Payments shows the individual orders, refunds, and adjustments that make up the held amount. And the Account Health dashboard shows any open policy notifications that may be triggering or extending the hold. Each view tells a different part of the story. Reconciling them takes time, but it is not optional: you need to know the exact figure, the orders that compose it, and the policy event (if any) that started the clock.

At the same time, check for open A-to-z Guarantee claims, pending returns, and any FBA reimbursement claims that may be offsetting held amounts incorrectly. In matters we handle on Amazon DE, it is not unusual to find that a portion of the held balance is already subject to a legitimate A-to-z deduction – but that a larger portion has no outstanding claim attached to it and should not be held at all.

Document everything with timestamps. Screenshots are insufficient on their own; export transaction reports in CSV format so the data can be reconstructed and presented cleanly. This documentation becomes the foundation of every subsequent step.

Step 2 – Identify the hold type and the responsible team

Not all holds are owned by the same internal team, and routing your communication to the wrong team wastes time Amazon will not return to you. The hold type determines the routing, which determines the evidence that will actually move the matter.

If the hold is tied to a verification or KYC failure – typically triggered by an identity or corporate-entity check on Amazon DE under its EU regulatory obligations – the relevant team is Amazon's Seller Verification or Identity Verification unit. The response here is documentary: articles of incorporation, bank account proof, and in some cases a video verification. The hold does not lift until verification passes; appealing through the Account Health team for a verification hold accomplishes nothing.

If the hold is tied to a policy or authenticity investigation, the Account Health team owns the matter and the path runs through a Plan of Action (POA) with root-cause analysis, corrective action, and preventive measures. This is where the POA mechanics from Amazon's standard reinstatement process apply – but with the added complexity that the hold may not release even if the account is reactivated, because the funds investigation is treated as a separate workflow.

If the hold is a post-deactivation BSA reserve, the path is different again. Here, the seller needs to identify the BSA provision being invoked, assess the outstanding claims against the balance, and – if the balance materially exceeds those claims – formally request a disbursement of the net amount. Amazon does not automatically release the excess; the seller must ask for it with a clear accounting.

In matters we handle, we regularly see sellers spend weeks on the wrong track because they treated a post-deactivation BSA hold as if it were a POA issue. The documentation required is different, the team is different, and the timeline is different.

For a practical walk-through of the broader funds-recovery landscape across hold types, our complete guide to frozen-funds recovery covers the full spectrum of claim types and the procedural options available to sellers.

Step 3 – Build your evidence package for the specific hold type

Once the hold type and responsible team are confirmed, the evidence package must be assembled to match exactly what that team needs. Generic documentation does not move holds. The evidence needs to map directly to the stated reason for the hold – and if no reason has been clearly stated, you need to infer it from the notice language and account history before assembling the package.

For a verification hold: a clear corporate document showing the legal entity, a bank statement in the business name matching the Seller Central registration, and any identification document required under Amazon DE's verification process. Delays here almost always come from name or address mismatches between documents. Check for consistency before you submit; a mismatch triggers a second round of rejection and resets the timeline.

For a policy or authenticity hold: the POA needs to do more than describe what went wrong. It must demonstrate, with documentation, that the root cause has been eliminated and that the specific orders or products that triggered the complaint have been addressed. On Amazon DE, where the regulatory context includes the General Product Safety Regulation (GPSR) and extended producer responsibility (EPR) requirements, authenticity and product compliance investigations may also require supplier invoices that meet specific standards – notably, invoices that trace to an EU-authorized importer or manufacturer, not simply to a non-EU supplier.

For a BSA reserve or post-deactivation hold: prepare a reconciliation showing the total held balance, the specific A-to-z or chargeback claims outstanding, the estimated net balance after satisfying those claims, and a formal written request for disbursement of the net amount. This is a financial argument, and it needs to be presented with the precision of an accounting document, not a customer-service inquiry.

A mid-size electronics accessories seller on Amazon DE (winter 2025) came to us after three rounds of Seller Support contacts that produced no release of a post-deactivation hold. The hold notice cited the BSA reserve provision. We reconstructed the transaction history, identified that the open A-to-z claims represented a small fraction of the held balance, and submitted a reconciliation request to the correct team. The excess funds were released within the following billing cycle. No reinstatement was required because the seller had already closed the account; the issue was exclusively the fund release.

The lesson is not that the process is simple – it is that contacting the right team with the right documentation makes the difference.

For sellers who have gone through reinstatement and are now waiting on funds that did not release with the account, our guide on delayed disbursement after reinstatement covers the specific steps for that scenario.

Step 4 – Submit, track, and follow up on the correct timeline

Submission is not the end of the process. It is the beginning of a clock. The response time varies by hold type and by the Amazon DE team handling it – verification holds may resolve faster than BSA reserve disputes – but the common thread is that passive waiting without a structured follow-up protocol is how weeks turn into months.

After submission, document the case ID or ticket reference. If the submission is via the Account Health portal, note the timestamp of the appeal. If it is a written communication, keep the email thread in a single thread rather than opening new contacts, which fragments the case record and forces each new agent to re-read from scratch.

A structured follow-up means: an initial check at a reasonable interval after submission to confirm receipt; a second escalation if no substantive response has been received; and a formal escalation to the Seller Account Executive or Payments Specialist tier if the hold is material and the first-tier response is non-substantive. On Amazon DE, the escalation pathways within Seller Central are the same as on Amazon US in structure, but the language of the account and the EU regulatory overlay mean that escalation communications benefit from being submitted in German or in formally structured English – not informal English drafted under stress.

Track all follow-up dates. If the BSA specifies a maximum hold period and that period is approaching, that fact becomes relevant to the escalation argument. We check the applicable BSA terms at the outset of every matter, because the timeline constraints are among the most important variables in deciding whether to continue the Seller Central process or to move to a formal dispute mechanism.

Step 5 – Assess the dispute options if the hold does not move

If a hold does not move after a good-faith effort through the Seller Central process – correct team, correct documentation, structured follow-up – the seller faces a decision point that many sellers delay too long: is this a matter for a formal dispute mechanism, or is it still a Seller Central administrative matter that needs a different approach?

The BSA contains a dispute-resolution mechanism, and the path it creates – Notice of Dispute, informal resolution period, and formal arbitration or other proceeding if informal resolution fails – is available for fund-hold disputes, not only for account disputes. The path depends on the BSA version that applies to the account, which we check first on every matter. We then assess whether the held balance justifies the procedural cost and timeline of formal dispute, or whether a targeted pre-arbitration demand is a better fit.

A pre-arbitration demand is a formal written notice that signals Amazon that the seller is prepared to proceed to arbitration if the matter is not resolved. In matters we handle, this step often moves holds that months of Seller Central contact did not – because it reaches a different team within Amazon and signals a different level of seriousness. It is not a guarantee of release, but it is a meaningfully different lever than another Seller Support ticket.

If the matter involves Amazon DE specifically and the hold follows an action that the seller believes was taken without adequate reason – for example, a product delisting or account suspension that Amazon cannot or will not substantiate – the Digital Services Act (DSA) and the Platform-to-Business (P2B) Regulation create additional tools. Amazon, as a Very Large Online Platform (VLOP) under the DSA, is obligated to provide a statement of reasons for adverse decisions and to operate an internal complaint-handling system. A formal DSA complaint or P2B challenge does not release funds directly, but it creates a procedural record and a regulatory obligation on Amazon's part that has, in some matters, prompted a reassessment of a hold that had otherwise stalled.

If a dispute-route assessment is relevant to your situation, the comparison of pre-arbitration demand against full arbitration is covered in detail on our guide on frozen funds across marketplace platforms.

Where this process goes wrong – and how to avoid it

The single most damaging mistake sellers make is treating a held-funds investigation as a customer service problem. It is not. It is a contractual and regulatory matter, and the standard Seller Support channel is not equipped to resolve it. Sellers who open multiple new tickets, provide emotional rather than evidentiary communication, or contradict themselves across contacts create a record that makes a later formal dispute harder to run.

A second common failure: not distinguishing between the account deactivation appeal and the funds release request. These are separate matters in Amazon's internal workflow, even when they arise from the same underlying event. Winning the account appeal does not automatically release the held funds. Sellers who stop after reinstatement and wait for funds to appear frequently wait indefinitely – because the funds release requires a separate, affirmative request to a separate team.

A third error is providing documentation that partially meets the requirement. An invoice that does not include the required importer details, a bank statement from a personal rather than a business account, a POA that addresses the surface-level complaint rather than the root cause – each of these results in a rejection that resets the timeline and may narrow what is admissible in a later dispute.

One persistent myth in the seller community is that held funds are gone for good once an account is deactivated. That is not accurate. The BSA reserve provision authorizes a hold; it does not authorize permanent forfeiture of amounts that exceed legitimate outstanding claims. The held balance above the provable claims is still the seller's money, and it can be recovered – but only through the right procedural channel, pursued with complete and accurate documentation.

In matters we handle, the sellers who recover the most are those who treat the process as a financial and legal matter from the start: organized, documented, and routed to the correct team with evidence that directly addresses the stated basis for the hold.

Frequently asked questions

How long does resolving held funds during an investigation usually take on Amazon DE?

The timeline depends entirely on the hold type and the quality of the documentation submitted. Verification holds that are correctly documented typically resolve faster than BSA reserve disputes. Post-deactivation fund-release requests that require a reconciliation review take longer still. There is no universal answer, and any service that quotes a fixed timeline without reviewing the actual hold notice is overstating certainty. What changes the timeline most is routing the right evidence to the right team on the first submission, rather than cycling through Seller Support contacts that accomplish nothing.

What are the main risks if I handle held funds during an investigation alone?

The primary risk is creating a record that undermines a later formal dispute. Contradictory submissions, documentation that partially meets the standard, and contacts to the wrong team all produce rejections that narrow the options available later. The second risk is missing the applicable window under the BSA or under EU regulation. Amazon's dispute mechanism has procedural steps and timelines; if informal resolution periods expire without the seller taking the required next step, the formal route may close. Attorney-led review at the outset costs less than trying to recover from a failed self-represented filing later.

Do I need a lawyer for held funds during an investigation?

Not every hold requires legal representation. A straightforward verification hold with clean documentation, correctly submitted to the right team, can often be resolved without a lawyer. However, a post-deactivation BSA reserve dispute, a hold tied to a formal policy investigation, or any situation where Seller Central contact has already failed one or more times benefits from attorney review. The BSA is a contract, the DSA creates regulatory obligations, and the dispute mechanism has procedural requirements – all of which are legal questions. Our work is attorney-led, confidential, and quoted at a fixed fee after a short review of the actual hold, so the cost of an initial assessment is predictable.
